Active participation in the current MRV system under the Convention, particularly through the preparation and submission of biennial update reports (BUR), enhances the readiness of Parties to prepare a biennial transparency report (BTR) under the Paris Agreement. As of July 2021, ten Parties (Andorra, Argentina, Brazil, Chile, Lebanon, Namibia, Rep of Korea, Singapore, South Africa, Uruguay) have completed three rounds of international consultation and analysis (ICA) of their BURs, closely mirroring the periodicity of reporting required under the Paris Agreement. Generally, these Parties have experienced an improvement in the completeness and transparency of their reporting over time by addressing the areas of improvement identified by technical expert teams and as a result of gaining a better understanding of their capacity building needs. The ICA process and the conversations with the technical expert teams reinforced and strengthened the countries’ institutional arrangements and capacities. This general improvement over time can be seen in the case of Namibia as shown below.
